With 30 years of local government experience through his service in four Contra Costa County cities, Lindsay has served as the City Manager of Richmond since February 2005. Lindsay — who received his B.A. in Economics from Yale University and his MBA in General Management from the University of California, Berkeley — began his professional career as a management consultant with Deloitte Haskins & Sells (now Deloitte Touche) working primarily with local government and public transit clients.

Prior to joining the City of Richmond, Bill served for nearly 10 years as the City Manager of Orinda, for eight years as the Administrative Services Director for San Ramon, and for four years as the Finance Director/Assistant to the City Manager for the City of Hercules.
